One should also keep in mind that if successful, our Federation will one day consist of all democracies on the Continent. Plus peoples/nations without territory. There are 44 European countries today, according to the UN. (Including Russia… unthinkable today, but maybe not in 20 years…) Plus dependencies and other territories. This is a strong argument for keeping the representative order of the Congress in law, not fixing it in the Constitution.
