The ratification process

The Federal Constitution for the United States of Europe is submitted for ratification by the people of the European Union, by peoples of countries who do not (yet) belong to the European Union and by peoples of regions within the European Union that would like to be an independent state within a federal Europe.

Those who are eligible to vote may do so. The vote is secret and not susceptible to fraud. 

If a simple majority of the electorate of all the participating nations vote together to ratify the Constitution, it will enter into force and the United States of Europe will be established, subject to relevant provisions in the national constitutions.

If the people of nine countries or regions ratify the constitution by a simple majority, the United States of Europe will be established in accordance with Article 20 of the Lisbon Treaty. This federation as an enhanced form of cooperation under Article 20 of the Treaty of Lisbon joins the European Union with the aim, among other things, of encouraging the other Member States of the Union to join the USE. 

The organisation of this ratification process will gradually become clear between October 2021 and June 2022.
